Algae or fungus?

Something that I found interesting is that a couple weeks before adding ammonia to start the cycle and about a week after I put the rocks in place I saw a small white, semi-transparent thing that was attached to the surface of some rocks and a fake little plant. It looked like a thick spider web and it was hard to see if you weren't looking for it. When floating it looked like fish food flakes but in white color. Any idea? Fungus? Algae? I have some pictures that I will post on this topic and/or a new topic very soon. The day the cycle finished, there was one of those things floating in a corner that was really big it almost looked like 2 pieces of cotton. Any clue?

I can't tell what it is, but I'm pretty sure that it isn't algae. It could be bacteria or fungus, but I'm leaning more towards bacteria. It doesn't look like it is coating or attached to anything.

Is it floating, cottony, soft, rubbery, slimy... I need more information than that picture can provide for me. That and/or pictures from a different perspective. Maybe if it was removed from the water and photographed against a dark background.
 
I will try to get it out of the water and photograph it. I think it teared apart with the big PWC. but I will check. It also looked like hair or spider web on some rocks but it's not on the rocks anymore. Some of it it's floating. I don't know about soft or cottony because I didn't touch it. I will try to gather more details and let you know! Thanks!
