Black Neon Tetra - rehoming/reschooling advice

When I bought the current aquarium it came with 1 pleco, 3 black neon tetras and 5 red eyed tetras.

1 pleco and 2 black neons died from ich or something else but all the others survived. That leaves me with 1 black neon and 5 red eyed tetras.

I wasn't going to get black neons at all but feel the need to fill out a school for this guy since he isn't schooling with the red eyed tetras in the ISO tank and from what I have read won't school with my neons either.

I have a 28 gallon that currently has 4 corys and 6 neon tetras. My son has an empty 20 that is going through a fish less cycle.

What is best for this guy? move them to a tank after their iso is up then fill out his school? Or get the red eyed tetras out and put them in my 28 gallon and let the black neon stay in ISO with new schoolmates?

Don't want to stress them out they have already been through a lot. BUT WOW the red eyed tetras are hardy!
