Cycle complete?

I have a 55 gal tank with a marineland C-360 external canister filter. I did the fishless cycle and I originally dosed the tank with the appropriate ammonia. I waited until the ammonia reading was At zero then once again dosed. I measured it 2 hours later and it was showing an ammonia reading of 0. I tested it one last time by adding the same amount of ammonia as the original dowse and I measured it again approximately 24 hours later and here are my readings. I am using the API master test kit. (Liquid)

Ammonia 0
Nitrite 0
Nitrate 10ppm

Is the tank cycled? Should I perform a water change before stocking?
 
I would say it's pretty cycled. And on the water change, it depends what fish you want to put in there.
 
Yes, it is cycled. I would do a 90% water change before stocking the tank, but do not disturb the gravel or mess with the filter.
