Female Purple Emporer Tetra Bullied

my purple emperor has been bullied my another male emperor to where the fish has no tail fin, I have put the bullied fish in a hospital tank, and I am treating with melafix. it is bad, check out the attached photo, even though the photo is bad you can still clearly see the damage......

Hard to tell, but it looks bad. It may not grow back its tail fin.
