Is this tank cycling ?

I had to move locations of a tank. I kept some water and the same filter, media. I set everything up and for a few days the water was crystal clear. Now it looks like 1% milk. Well maybe a little clearer but not by much.

Also some of the fish are hang out on top of the surface. I put another air stone in case there was an issue there .

Thank that is it. I edited by post before I read what you posted, and it highlight the air issue.

Thanks I am going keep doing changes and keep pushing air into the tank until it clears.
