new tank, added Tetra Safe Start, two days later parameters are good, cycled ??

I got my 40B up and running. I added Tetra Safe Start the day I put water in the tank, two days later the water parameters are good. is it cycled?

using the API Master Test Kit my parameters are:

nitrites is zero
nitrAtes <10
ammonia is zero
temp is 79
I do two 6400K CFL and have a couple of java ferns in it.
