Official reason for green dust algea?

Don't know if its was told, but anyone know the reason why you get green dust algae? Is it by contamination only, or by a mixture of fertilizer and what type?

Here's a read on it.... Green Dust Algae. In my tanks when I occasional have gotten it- it seems to have been after adding plants without H2O2 dipping them. So mine has always been from being brought in from contaminated plants.
