Otto all alone

Hi I have 3 ottos in a 10 gallon tank and 2 of them are together all of the time and the other is all alone. Thinking I may get another to have a friend for her. Any advice here? I understand that they are shoaling fish but these guys appear to be a pair. They hide together in the same place all day. Thanks!
