Paradise fish bullying new addition

We have a small 19 litre tank that holds 2 paradise fish.
We have recently lost a male paradise fish and replaced it with a second female fish. However the existing female Fiona is regularly attacking the new fish Lucy. Lucy spends most of her day sitting at the bottom of the tank hiding and only moves when we feed them. She has only been there 2 days but has changed from a bright orange colour to a much darker brown.
We have plenty of weed for them to hide in but are worried she is being forced to hide all day.

When the original male became poorly Fiona also began bullying him which may not have helped his deteriorating health. She had not picked on him up until that point and used to get on well.

Any help would be appreciated.
 
You really need a bigger tank. Paradise fish are related to the fighting fish ( betta splendens). I'd remove the aggressor and let the new fish settle in. Before adding the old fish to the tank again, you should rearrange the decor
