Should I do a pwc on my new tank if I am unsure if it is cycled?

I wouldnt. I wai till i am 100% cycled and then i do one before i add fish

If it's a fish-in cycle you MUST do water changes to keep the fish safe. Here's a guide if you haven't seen it yet: I just learned about cycling but I already have fish. What now?!

Ok, I may have already seen that. I have been testing the water for about a month now and the readings haven't budged. Ammonia and nitrates at 0 and nitrates at 10 or 20. I can't tell the difference.

You have nitrates listed twice in the above post. Is it nitrItes or nitrAtes that are testing at 10 or 20? Have you ever had an ammonia reading?

Ammonia reads .25. My old tank did as well, and it was cycled.
