Water Changer/Chlorine

I got a question about water change'chlorine. I have fish in my tank. If a water is connected directly to your tap to allow easy water changes, then how do you get rid of the chlorine from the water? Can I add the dechlorinator to the tank with fishes first, then add the water after?

just dose enough dechlorinator for the entire tank before you put more water in
