water circulation

I have a rainbow darter and it is suggested a current be maintained. How do I do this? I have seen fan-like circulators in salt water tanks. Is this the best route? Are there better ways to do this? I have a 20 gallon freshwater tank with a variety of other tropical fish I suspect will also benefit from the circulator.

A power head, I put one in a 20 gallon for some plecos that require current.

thanks for the info i am prob gona go withthe river set up minus the filters bc i already have a filter in place and it works just fine thanks again
