Is it possible to start a tank and skip the cycling process if I use clean water from the ocean?

I'm not a salty but I don't believe you can. Water contains very little of the beneficial bacteria and just using ocean water wouldn't give you an instant cycle. Also unless you go pretty far out the water will contain allot pollutants.
 
Short an. no your going to have some sort of cycle no matter what you do. You can speed things up buy using LR or the filter pads from an older tank to seed the new tank.
I keep a small HOB on my DT and use it to Seed my QT. tank. It's the fastest way to cycle the qt tank
