I got a ten gallon tank yesterday and today the lights are really dim? Help. Are there any solutions?

What type of lights? How old are they? Depending on the type, maybe a new bulb will fix it. It could also be the fixture itself, ballast ect.
 
Just set up tank yesterday. There fluorescent lights.
