Do I need an airator?

20 gallon tank, 12 various tetras, 3 ghost shrimp, bio wheel filter, no hood, just a mesh cover that locks and a desk lamp next to it for indirect light. Should I hook up a bubble stone? I have one but I have not hooked it up yet

I don't think it would hurt to hook it up. Do you have a circulation pump to help agitate the water surface?

The biowheel filter will give your tank all the O2 needed. You can place an airstone opposite the filter intake to create a little more water movement in the tank if you desire it. However, you don't "need" to set it up.
