As long as you keep to low light plants as crypts, mosses, etc you can get one of these. They're less than $15

Then you use 13w 6500K spiral compact light bulbs, the new spiral bulbs that screw into a normal light socket.

I'm not a big fan of the incandescent hoods. The lights don't give a very good spread and the hoods for them don't give very good access.
