Is this normal??

Hey y'all! I'm new to the hobby ans have been setting up a tank for about 10 weeks now. The only thing in the tank is a snail and plants right now. About 2 weeks ago I started getting these little white things that swim aroind the surface directly under the light. They are so small you can barely see them from above the tank and they dissipate when the light is shut off. I know some microorganisms are beneficial and harmless to the tank but I want to make sure it isn't an issue before I add a betta. Any advice or info would be greatly helpful. Thanks in advance!

Larvae of some sort? Do they wiggle, like mosquito larvae? Do you have live plants or new driftwood that they might've hitchhiked in on? Can you scoop a few out in a spoon or on your finger to investigate further?
