sick elegance coral?

I purchased an elegance coral approx 3 weeks ago. up until about 10 days ago it looked beautiful. now it is closed up and has this spider web type substance all over it. I moved it up higher in the tank thinking it wasnt getting enough light / water. hasn't seemed to help. Any thoughts? everything else in the tank is happy and beautiful. Could it be stress? or a infection? any thoughts would be apprciated.

Check the skeleton for sponges or something else that might be fouling.
