Sick or dying clownfish

Checked my water parameters and they are fine. My other clownfish picks on him a lot though. He is laying at the bottom of the tank struggling to breathe. He gets up and wiggles around thenlays back down. What can I do?
 
Have you tried getting him out of there? Could it be a stress response related to be picked on by the other clown? Does he have any other symptoms? I would try quarantining if possible to see if anything changes when he is separated from the other clown.
 
He is digging a hole in the sand. He "sleeps" in it. Could it be getting ready to spawn?
 
All my clowns have dug a little pit in their corner of the tank. Not necessarily a spawning thing.
