is neon tetra disease preventable?

I'm getting neon tetras as soon as my tank cycles. I've heard about this thing called neon tetra disease and every website seems to have different opinion on it. so i have some questions.

1. how do tetras get neon tetra disease? I heard it is from infected live foods or eating dead fish. is that true? can they get it anywhere else?

2. how do i avoid ntd? is it avoidable? if so, how?

3. will this disease spread to bettas and cory cats or does it only affect tetras?

4. if a fish catches this disease, what is the best way to euthanize it? i heard that ntd isnt cureable. i heard that putting the fish in iced water is the best way. is this good?
