quarantine tank inhabitants

Is it a good idea to keep some hardy fish in a quarantine tank to keep it properly and continuously cycled? A fish that comes to mind is the cherry barb. It is hardy, moves slow, doesn't grow much, is cheap, and doesn't bother other fish. Or, is it better to keep the tank empty and keep it cycled with ammonia? I just think that maintaining an empty tank is inefficient.
 
Why not leave it completely empty. When you need it you pull water and filter media from the main. Then when qt is done you get rid of the water and filter media.
 
What we are doing is cycling the filter by putting it in the 150 gal tank, then after it is "gunky", popping in a couple snails into the QT along with the filter that will be kept in the tank until it is needed. Then the snails will be put back into the 10 gal snail/tetra tank.

By doing it this way, the tank is always cycled in case we come across a fish that we have on our "must have" list. And it's not a big to-do when we bring home fish. Simply take out the snails and add the new or sick fish.
