something wrong with my black moor

My black moor is looking sick. i don’t know what it is and i’m very concerned. He has one or two white scales along with what looks like a few missing ones. I’m concerned my other fish may be bullying him. They have been separated for now but i can’t do this for long. He also tends to sit at the bottom of the tank now. Any advice or theories would be welcome.

Do you have any other information? Who is he housed with? Perhaps a picture of the affected area? My instinct if it looks white is to be wary of fungus.
