Algae ID and help with treatment

Hey everyone I have had my 20 gallon nano up and running for 5-6 months now and the last 2 weeks I have been dealing with an algae outbreak. I syphoned it out 5 times and have done 2 30%water changes to get rid of it. Nothing works so far. Now I will say I did add about 3 or four pounds of sand to the tank a few days before the outbreak happened is this cyanobacteria? ImageUploadedByAquarium Advice1440532252.432805.jpg

That is cyanobacteria. There are nutrients and low flow in the system. Large water changes with ro/di and then increase flow in the tank. There are two articles linked in my signature that you can read from our articles section that discuss battling algae, as they are the same issues at hand.
 
Cyano- More Flow in that area. Wisp it away when it starts to come back, eventually it will stop.
