20l substrate thoughts...

I am starting a 20l soon and I am planning on heavily plantin it. I have decided to go DIY substrate and have already picked a bag of MGOPS, peat, and some sand. I was thinking going a thin .1- .25 inch layer of peat, then the whole bag of dirt then cap with sand. What do you guys think? Would this setup be good?
Is sand good enough for hc to grow on?
Is one bag of dirt enough for a 20l?

I would look up how to make mineralized top soil and save yourself some trouble.
