Any suggestions for low lighting no CO2 carpet plants to fully cover area of 60x30 cm floor space ??

Do you have any fertilizer or dirt in the substance? If so the dwarf sag will very quickly fill that space.

Yes it will! But be very careful, mine tend to melt when used in conjunction with Excel!

Dwarf sag is probably your best bet, but I wouldn't expect a great carpet from anything growing in a low light / no co2 environment.
