test tank weird spots on leaves

Hey there, I have no fish in here yet, which may be the issue. This tank had been going three weeks,
Is this algae?

Do they brush off fairly easily? Your tank is more or less on schedule to get diatoms, a form of algae that grows in the first three months or so of cycling in many tanks and eventually resolves itself. That may explain what you're seeing.
 
Thank you , it did fluff right off my Anubis, but not the sword

Should I wait a few more weeks to add a fish ?
I was considering an oto and either a dwarf cichlid, ram, or betta
But only just the 2 things. Maybe a snail.
 
Do I look for the same thing for plants only as I do for fish (sorry..new to it)
 
You need to test everything for fish. For plants, we're only really concerned with nitrates most of the time (and phosphate, KH, GH, but those tests usually aren't necessary).
