Cleaning salt water tank

So I bought a used 75 gallon tank and planning to use it as a saltwater fish only tank, when I bought it the inside glass of the tank was cloud white like fog. When I tried to clean it with water it would easily wipe off but come right back in a matter of seconds. So today I filled it completely with water added two gallons of distiller white vinegar and planning to let it sit over night hoping this would solve the problem am I doing the correct thing or is there something else I should be doing?
 
I heard you can Bleach them, but after that you REALLY got to make sure you rinse it out good and clean it with something. I heard that it takes the scum off well.
 
I wouldn't use bleach and don't use soap I used boiling water on mine and just kept repeating as mine had been used as turtle tank before
