I have a 80gal tank with 2 35w lights one white, the other blue. Do I need stronger lights to have live rock. i know im going to need more to have coral, but for right now is this enough light JUST for the live rock alone?
 
Normal Output Fluorescents are fine for fowlr tanks. You will get better / faster coralline growth with more intenese lights, but the ones you have now will keep the good bacteria going.
 
Before I bought my 4x65W PC's, I used 3 NO lights for 6 months: 2 50/50 and one Blue Moon and the liverock was fine. I upgraded my lighting because I have an itch for a coral or two. :D
 
I had just one 35 watt NO light before I got my new lighting.

My FOWLR tank was fine, now with my new set up I've started adding corals and
my LR is thriving. Wouldnt hurt to check your Ca levels and adjust if needed. The LR will benefit from this.
