Do i have to cycle the new tank even though i will be useing the old rock and some of the water and all filters. any sugestions will help greatly. also i figure that the sand will have to settle and will spike my ammonia so i dont know what to do

You will probably see a small cycle in the new tank, nothing major. Use the old rock and filters, and depending on the size of the old tank use enough to fill the 75g up about half way, then mix up new saltwater to fill it the rest of the way. Water contains little to no bacteria that are beneficial to the cycle. I would use new, dry aragonite sand with a few handfulls of the old sand to seed the new stuff. Just make sure to rinse the new sand out as best as possible.
