Phosban 150 reactor?

I got this today, Now it says to make the phosban tumble but how much? I have it just tumbling, my output is slow is this normal? I have a mini-jet 600 on the lowest setting and the ball valve a little on..

if I recall correctly it says to NOT let it tumble.
