how many lbs of rocks should i buy for 90 gallon?
what is the differences between keys rock and base rock?

I alwasy heard 1lb to 1.5 lbs per gallon.

keys rock (florida keys?) I guess is liverock (already has backteria and stuff on it). Base rock is dried out rock that will eventually grow all the stuff on it. Just doesnt have all the stuff on it already.

90-180lbs. Keys rock is considered "top-shelf" and comes with lots of colorful algaes and corals and will have some interesting hitch hikers. Base rock from liverocks.com comes "live" in terms of bacteria colonization but does not contain the color and visible live of the keys or gulf rock.

For you tank I would do 60 lbs base and 60 lbs keys. Will save you money and will look great as well as getting all the benefits. If you buy all keys rock the coralline that is cover up will eventually become base anyway.
