a question about plastic plants

I've used them with all sorts of fish (except bettas) and really, a tetra's fins are simply too short to snag on them. Of course, fish like bettas that are bred selectively for their long, floppy, flimsy fins should be kept far away from injection-moulded crap, but practically every other fish it capable of 'keeping its fins to itself'.

If it really worries you, you could run a nylon stocking over the surface of said plant and file down any edges that snag, but I have never had/heard of anyone encountering a problem with them.
