Ok so is activated carbon a good idea to soften my water???

If will remove some elements like chlorine but it won't soften your water. You should buy a RO unit if you want soft water.

Nope, no negative effects unless you're trying to medicate or use tannins to lower your ph.

It doesn't have a negative effect. It's just that since it only lasts a week or two, it gets expensive to keep replacing it. If you have a planted tank, the plants will help remove toxins from the water. Most people here don't run carbon all the time.
