Bleach is 100% safe to use on fake aquarium decorations as long as they are well washed and allowed to dry. Using a 1:10 dillution is what a lot of people use.
If you want to boil i wouldnt even bother using salt tbh.
A clean up crew is honestly not the greatest solution to algae. I have them in all my tanks, but only because i like them. An ounce of prevention is worth a pound of cure.
