Bacterial Bloom?

my 30 gallon tank has been cloudy for a week now ive done 10% water removal added clarifier used safestart and even added ph which was prescribed to me from petsmart after testing our water im worried my fish will get sick

I just need a bit of info...

- Is it plain milky cloudiness? or is it green coloured cloudiness?

- Any live plants?

- Did you cycle tank? (if yes, how did you cycle)

- How many fish did you add at once?

- What is volume of tank, and what filter do you have?

- How long has tank been running?
