Betta small worm on gills

My betta Presley has a very small worm-looking thing on one side of his gills. It's been there for a few weeks but he's just started acting lethargic and I'm worried. He is swimming with twitchy movements occasionally and hovering near the top of the tank or laying at the bottom. It looks comparable to a skin tag, it's very small and white. It hasn't grown at all since I noticed it.

He's been in really good heath aside from this and I'm quite fond of him. Any advice would be appreciated!

The tank:
10 gallons
0, 0, 5-10 consistent parameters
Live plants- with hides available
Heated to 80 usually consistent aside from our heatwaves
1 Mystery snail
1 Nerite snail
 
Look into lymphocystis .
It has many different looks ,but one is a white growth..
It is viral so no cure [like a cold].
If this does not match up you need to look into a med that kills external parasites like formalin or M. green..The two combined make a very good and common med...Rid Ich Plus by Kordon..
 
Could be anchor worms. Just google fish disease and should come up with a list and you then may be able to diagnose
