Hello I have two black skirt tetras that are suppose to live 3 to 5 years, but mine are a little over 9 now. Is this normal?

Fish ages can be subjective. Stats you find online are generally average ages. In a good tank with good foods and no to little stresses, all that will help any fish live a better, longer life. Even annual killifish, which only live a year, have been known to live 15 months +/-.
