We have a 60 gallon freshwater tank w/ a variety of fish. We put in blue lights instead of the white lights. Will this have any effect on the fish or should they have brighter light?

I don't think it matters for fish. In a freshwater tank, lights are for plant photosynthesis and so that we, human owners, can see our fish.

The actinic blue lights tend to add a bit of fluorescent glow to fish. They are mainly used in reef tanks. I personally prefer a mix of 6500k and 10000k lighting over my freshwater tanks. If you are looking at growing plants, everything I have heard is that freshwater plants cant use the actinic blue wavelength of light. Whether or not that is true I am not sure.
