How long does it take for a skimmer to start skimming?

It depends on how much unwanted nutrients you have on your tank and how good your skimmer is tuned. The way it works is that, it accumulates those bad stuff in the bubbles and those bubbles gradually builds up below the collecting cup. Once those bubbles reaches on top, that is the time it starts skimming. The optimum adjustment is when you have the tiniest bubbles while maintaining enough flow on the outlet of skimmer.

Ohh okay so i shouldn't get any microbubbles released into my tank? Is the waste supposed to be brown liquid or brown foam?

Exactly but there are skimmers that can not totally eliminate those microbubbles. That's one reason why sump is mostly favored so you can put it there.
