breeders net question

So I've had my 4 baby Platies in a breeders net for 3 days now. There is like a bubbly film on the top of the water in there. What gives? I've tried to swish the net around to freshen the water in there but... It seems weird.
 
Breeder nets don't allow much water flow. I have one in my JD fry tank (it has angelfish wigglers in it) and I placed it right next to the sponge filter so it gets moved around by the bubbles.

It's not a bad idea to dump some water in there from the tank now and again to break up the film and make sure that it's getting a bit of oxygen in it.
 
It's right next to my filter too, actually air bubbles are building up under it because its in the flow of my filter.
