Can I cut water wisteria all the way down?

Hey guys planted some water wisteria in about 3 weeks ago. It has about 2 inches of new growth on the top but the rest of the plant looks gross. If I cut the wisteria down to about 1 inch above the sand (No leaves would be left) Will it grow new leaves or simply die?

Mine come back after I pulled it out...must have been a root or something left.

Someone else has recently posted a wisteria carpet thread that looks like it doing well. Might be too early to tell (come out, come out, whoever you are...)
