I was just curious about something so I had to ask because I am sure others want to know.

Is it possible, if a tank has not shown any sign of Ich, velvet or other parasite in a long time for our fish to get them? Nothing added to the tank, no contamination, just a revival of a possibly dormant polyp, pupa, or any other Thang that could be in the tank and just not showed itself until conditons were right?

I really mean the common ailments that we generally get from adding something not common diseases.

I wouldn't say dormant, but definitely in remission. Think about what would happen if you killed all but one parasite. It could take a long time before it builds up its numbers to where you will notice it. Also ich can hide in the gills of the fish so you may think its gone only to have it storm back.
