Cloudy Water

My water is still cloudy, after a couple days. It's not the tiny bubbles like it was before, it's almost like a cloud is in the water. Could this be because of the new rocks even after I thoroughly cleaned them? Will it eventually settle? Is there anything I could do or add without doing a complete water change?

Cloudiness is bacteria bloom most likely. How did you clean he rocks? If you use chlorinated water or bleach, you removed the bacteria. Why did you clean the gravel? Is this for the new install?
