Compatible fish for 35ltr freshwater tank & cherry shrimp?

Hi to all. Have just set up 35ltr freshwater tank with aim towards cherry shrimp & something compatible. Have plenty of plastic folliage for hiding.
Is it better to cycle with or without fish as there seems to be alot of different advice on line
Have used tank prep solution & water levels ok so far according to tetra multisticks.
