Cycling questions!

Everyone has been so helpful with my questions, so I have a few more. After losing 5/6 fish my lonely dannio has been doing well after three weeks. I'm starting to get a slight, very slight, ammonia reading but zero nitrites. Should I add more dannios? Do i start doing water changes once the nitrites begin showing? Is it ok to top off the tank?

Size tank?

During a "fish in cycle" you should be doing a PWC any time you see ammonia or nitrite at or above 0.25ppm.

Sorry tank size is 28 g
