Did I buy a faulty light?

I just bought a 54 watt colormax HO T5 today along with a similar light to replace two old bulbs along with a few new plants. I got the two new lights all set up and gave them a quick test run to make sure they worked and the other bulb worked, but the colormax was very dim and only had a faint reddish glow. I could hardly tell that it was on compared to the other much brighter bulb. I'm not sure if this is what the light is suppost to look like or not. I just want to be sure so I can know wether or not to replace it. I also don't want my plants to die due to insufficient lighting. ImageUploadedByAquarium Advice1458956906.522643.jpg

That bulb is pretty dim. I would switch the bulbs just to rule out any problems with the light fixture. If it is still dim, I would try to exchange the rosette bulb.
