I have a piece of manzanita wood, but I WANT tannins in the water.
Is it ok if I don't boil, or boil for a shorter time period?

You don't need to boil it, but a short soak in boiling water will help to get it to start soaking up water.

thanks for the response, that's exactly what I was doing ??.
Yea so I've got 1 hour left of boiling, but do I have to peel off the bark or no?

I'd just give it a quick rinse for any dust and loose debris. Boiling will encourage it to leach the tannins you want in the tank.
