Does my BETTA have FIN ROT??

I'll start my noting that as of yet, I haven't figured out a way to get photos off my phone, so I probably won't be able to post a picture.
That being said, I'll do my best to explain my concern.

I got my Betta, Napoleon, last week. I noticed that his tail and some tiny spots on this fins have blue marks. When he swims in front of the light, you can see that it's clearly blue, not gray or black.

Is this rimming fin rot, or just my Betta's normal coloration?

Might be just normal colour - is it changing at all?

The rim of blue around his tail looks a bit dull, but it hasn't spread or deteriorated, so I think you're right.

Hoping for good news with the betta?

Just weakened here and bought one for a small tank I have running. So far so good although he has been running around flaring at his reflection a few times.
