Dwarf puffer lethargic

Have 4 dwarf puffers in 10 gallon tank. Add 1 teaspoon of salt to 1 gallon water. Very good filter. 1 puffer very active and loves snails!
3 others lethargic and don't eat much? They were active but now not ? What's up with them?
 
Bad water quality from overstocking or overfeeding. Or too much stress from the overstocking.

Eliminate all three of the above factors to help your cause.

They don't bother each other , just hide. PH 7.6, ammonia 0, nitrate 0
Already did 1 water change at 10 %
 
In front of you they dont bother each other, but behind your back its another story. Most of the cases that I read about when a puffer stops eating and/or becomes lethargic in situations where there is too many DPs in a tank with too little space (or bad water quality).

Get rid of as many likely causes to cure your fish.
