Dying BTA? Nuking my tank?

Issue after issue... First my zoas and palys wouldn't fully open. Now my water appears to be having a bacteria bloom. All the while, my men appears to be declining in terms of health. I'm over my quota for pics, but it doesn't look good.. Could its degrading health be the reason, or is the reason it isn't doing well the same reason I'm having other issues in my tank? Params in check, calc 350, alk 9.5, 1.025 sg.

I would say the issue that's effecting the zoas is the same issue that's effecting the anemone. They just don't degrade for no reason.
